Environmental Impact Assessment is a type of activity to identify, analyze and account direct, indirect and other environmental impact of planned economic and other activities in order to decide whether or not it can be carried out by legal entities and individual entrepreneurs. The assessment considers all possible negative consequences, including liquidation, deterioration, resource depletion. It also suggests ways to improve the situation.

 

Legislative framework:

 

Environmental Code of the Republic of Kazakhstan (Chapter 6);

Instruction on carrying out an Environmental Impact Assessment on the environment for planned economic and other activities in the development of pre-planned, planned, pre-project and project documentation (Minister of Environmental Protection of the Republic of Kazakhstan Order dated June 28, 2007 No. 289-ө);

Methodology of emission to the environment standards definition (Minister of Environmental Protection of the Republic of Kazakhstan Order dated April 16, 2012 No. 110-ө).

 

Which sites should develop the EIA project:

  • all facilities that directly or indirectly affect the environment and the population;
  • EIA is mandatory for pre-planned, planned, pre-project and project documentation.

 

The EIA stages:

 

Stage 1 – preliminary Environmental Impact Assessment (pre-EIA);

 

Stage 2 – Environmental Impact Assessment –justification of alternatives, development of environmental management plan within the integrated activity analysis;

 

Stage 3 – The Section “Environmental protection” as part of the working paper, which includes technical solutions to reduce adverse effects on nature.

 

 

Pre-EIA (first stage Of Environmental Impact Assessment)

 

Preliminary Environmental Impact Assessment is carried out for the following stages of design: Investment substantiation, feasibility study, technical and economic feasibility study, business plan and other pre-project documents, projects of technological schemes and exploitation, complex schemes of urban planning for the development of territories, concepts long-term forecasts (development) of the city master plan.

 

At the first stage of the EIA, “preliminary impact on the environment assessment of the proposed activity”, the potential directions of changes in the components of the environment and socio-economic environment and the consequences they cause in society and the environment are determined. Its task is to prove that the operation of the production facility is environmentally safe.

 

The economic activity is based on the analysis of variant technical solutions and the use of available stock and specialized scientific materials. Specialists make a list of possible consequences in the natural environment, social and economic sphere, which can be caused by new production facility.

 

No calculations of water, air, subsoil and other components are carried out at the pre-EIA stage. But in the case if production is accompanied by serious environmental risks and covers a large area, specialists create a model of a mechanism for the possible dissipation of pollutants in air, water and soil.

 

EIA (second stage)

 

Environmental Impact Assessment is carried out for the following stages of design: project, development projects, field development projects, technical projects, city master plans, planning projects of large industrial zones and industrial areas.

 

Environmental Impact Assessment involves a detailed analysis of all possible negative effects on the territory and population. The impact of the planned facility on the atmosphere, surface and underground waters, soil, subsoil, production and consumption wastes is defined in detail.

 

Environmental Protection Part (third stage of EIA)

 

The Environmental Protection Part is carried out for the following stages of design: Working project (working documentation); general plans of town development with a population of less than 50 thousand people, settlements and rural settlements; planning projects for small industrial zones and industrial areas.

 

The section as an EIA procedure is mandatory for the project documentation “Working Project”, performed during single-stage technical design.

 

The development of the Environmental Protection part for the working project is carried out if the individual technical decisions on the implementation of the planned activity, taken at the EIA design stage, are significantly changed in the preparation of the working documentation. In this case, the development of the section is of a corrective nature with respect to the EIA material carried out at the second stage of the EIA. The purpose of the Environmental Protection Part is to describe the impact of the facility on the environmental and health of the population in the area of the production area location.

 

Environmental impact characteristics and parameters at the Environmental Protection Part stage are:

 

  • described in the technical solutions proposed in the document;
  • detailed, but substantive in order to analyze the decisions that can be made and measured to prevent the negative impact of the project.

More often Environmental Protection Part is developed for local objects/buildings.

 

Public hearings are based on the material obtained as a result of EIA. After that, the set of documents is sent for official examination.

 

Stages of EIA:

  • Collection of necessary information and planned activity, survey of the territory, data request for carrying out of Environmental Impact Assessment;
  • Preparation of the EIA project sections (preparation of the analysis results of the studies on of atmosphere, water resources, waste of production and consumption, soil cover, plant and animal world, physical factors, socio-economic environment, execution of necessary calculations);
  • The developed project is submitted for approval to the Customer;
  • Public hearings are held on EIA materials, the protocol of which should be attached to the project;
  • Approval of the EIA project in the state environmental expertise.

 

Environmental Impact Assessment project duration:

 

For 1,2,3 object categories – 10 years, for 4 categories – indefinitely.

 

After the expiry of the EIA project, a project of Maximum permissible emissions project is to develop.

 

Requirements for executors:

 

Possession of a license for carrying out works and services in the field of environmental protection for objects of the 1st category (in accordance with Article 40 Of the Environmental Code of the Republic of Kazakhstan).

 

Cost of services
